I think there is a nut that tightens that incoming water tubing to the underside of the toilet tank. You may want to try tightening that first. Or perhaps there is a crack in either that nut or the tubing itself.
I believe you'd need to shut off that water valve and then flush the toilet to get all of the water out of the back tank before replacing anything.
I think the overflow pvc tube is actually located in the "middle" of the tank where as that incoming water line is located on the end (usually left side) of the tank.
