Be careful tightening the nut on the supply line, it may also be the fill unit nut just above the supply line. Dry it all off and then watch to see exactly where it is leaking, if you are not sure you could always put some food coloring in the tank then see where it is coming out, although if you do make sure that you have a bowl or bucket to catch the colored water as you don’t want it to stain anything.

I think there is a nut that tightens that incoming water tubing to the underside of the toilet tank. You may want to try tightening that first. Or perhaps there is a crack in either that nut or the tubing itself.
I believe you'd need to shut off that water valve and then flush the toilet to get all of the water out of the back tank before replacing anything.
I think the overflow pvc tube is actually located in the "middle" of the tank where as that incoming water line is located on the end (usually left side) of the tank.
