The quarter inch space you mention is the place where mortar is usually placed.

If you use 1/2" rebar, that will allow room to shift the bricks to close the gap. Or, you could use 1/4" pipe. Mcmaster.com has it.

Interesting that you mention re-bar.  My original thought was to lay them out normally stacjed and then stick pieces of PVC through the holes thinking it would be fairly cheap.

I tried it out on a few bricks last night to check for fit.  First off the bricks actually have 3 holes (not 2 like I originally thought).  I think it was 1/2" pvc that fit best.  The problem was that there wasn't enough wiggle room (shifting side to side) to squeeze the bricks together properly.  I would have to place 1/4 shims in between each brick to seal it up right.
