Hi Melissa;
It could be buried deeper, but that would likely be more
work than having a tow truck or other hoist, removing it.
With an enlarged hole it could be laid over. Or, soaking
the ground under it, might (repeat might) allow soil to
be diplaced and the footing slightly lowered. I suggest
persuing a simpler solution that leaves it where it is.
It would likely not be an easy task to break the top.
It has managed to weather well for about 75 years.
Might make a nice base for a planter box, or
rock garden
