You can rent a demolition hammer for the day, take down the first four or
five inches of concrete, then cut off the pole, remove the rubble and cover
with dirt and seed.

Yeah, I just about concluded last night that the more logical way to go here
would be to just cut off the pole at the base. I might need to do something
with the top couple of inches of cement since its flush with the ground. I
don't think even if I dig all the way down that I have the resources to get
the cement clump out of the ground.
