Yeah, mower sat for a season or two as well, air filter
paper element had rotted out.
Sometimes a spray can of "starer fluid" (ether)
sprayed into the carb or air filter will get things
going. You might need to poke around to see where
air actually enters the air filter (or remove it).
If even the ether doesn't do anything, then investigate
spark first, pulling to make sure spark plug and wire
is in good shape, open as Steve suggests to make sure
its not flooded, or just on general principle replace
the plug.
If it will run for a couple seconds on ether, but not
run after that, then carb is probably clogged (or flooded).
Some gas additives might help, but generally work better
if you can sort of get it start, to pull the additive
and gas trhough the carb. The full tear-down is probably only
needed if all the other things haven't worked.
I generally start with charging batter (if applicable),
adding fresh gas and a shot of ether.
if that doesn't get it sort of running, then other,
more in depth work is called for.
Some days I just get tired of keeping various small
seasonal use gas engines working. Still when they do
run, they make life easier.
various big box hardware stores will have some parts,
or find someone that specializes in small engine
repair and parts. depends how old it is, etc.
Oh, while you are fussing with it, check/sharpen/balance
the blade too.
