1) would be interested in looking at the methodology of the cememnt
Inside of posts.
2) Some truth. While cement is WET, it poses a deleterious effect
on wood. Thus, roofing / tar paper is typical to protiect he posts
prophylactically, until the cement dries.
BUT - A bag can HOLD water, under the fence post.
So the RIGHT way is to compact gravel in the hole.
This can allow you to set a proper height for a post.
It allows water to grain into the water table.
Add the protected post. 15 lb roofers paper is ok.
Plumb. (Level, verticallcally. Sorta an oxymoron, LOL~!)
Add wet cement.
Wrong way.
Add post, then dry cement, then water.
Done very often... Fast. Saves money
Easy to remove and break THIS cement... if desired in the future.
Posts last 10 yrs, not 50....
Just choices.
Right, or wrong.
SOMEtimes, wrong can be right, SORTA...
I would not go it to an future purchaser of my/customer's home.
But there MAY be times...
BTW, Around 1985, a law was passed that said you must advise of any
known defects when selling your house. When I got mune I knew the
washer & dryer would NOT be sold with it. OK. So when we closed,
they were gone. Ok. Hmmm.. No water. Found it off, Turned it on, OK,
Ooops...! Flood out the garage to the street from the garage. Faucets
to the
washer kept the water faucets at bay, No parts available, Discontinued
Phisters.
Good company. Good product. Very old design. No homeowner honesty. 1984.

if the posts have exposed wood that contacts the ground below the
vinyl, i
would put each post in a heavy duty plastic bag that will come to the
surface of the ground, pour your concrete, let it set good, then cut
the
plastic off at ground level. you will add several years to the life of
the
post by insulating it from the concrete. you won't notice it, but your
post
will thank you. the chemicals in the concrete will leech into the wood
even
though it's treated. you might also consider placing a bit of gravel
in the
posthole under the post.keeps the post's feet a lot dryer.
