[DIY] painting over caulking

Now the person that painted seemingly used caulking. He gets irritated when I ask him any questions, so I'm afraid to ask exactly what did he use. When I was sanding over the blotchy places today, it seems that under one spot was a tacky material. Therefore I assume it is caulk, or caulk that did not dry properly before he applied the paint to it. I am trying to sand out the spots he left, maybe I can, maybe I can't do the job, but I am willing to try, and then paint over the sanded down areas. My first question is: do you think that pasty stuff that I found slightly under a patched up job is caulking? And if so, can I sand it down enough to smooth it out and paint over that area again? (wot a mess)
