That caulk is not meant to be sanded. You can paint over adhesive caulk since you may caulk a window or trim or use as adhesive and want it to match the color but is not meant to actually be used like spackle.

Spackle or other products are suitable for repairing walls. I did not see the pictures but usually you fix the cracks or blemishes, then adjust the texturing to match the walls and finally paint.
