I had a friend that had a similar problem with a 2 wheel drive recently and it was the transmission.

2x4 doesn't make a difference

Can you unlock the hubs and putt the transfer case back in 2WD? If so, does that make any difference?

Last week I warmed up my 1991 F150, cleaned the snow off the windows,
and as I was starting to drive away, I heard a cracking/poping noise I
thought were the tires breaking loose from the ice. Well it wasn't. The
front wheels are locked and will not rotate. They do move when I put
drive in reverse. I had the hubs locked and in high 4x4. The front
wheels won't move regardless what gear it's in. But they do rotate if I
drive backwards.

Any thoughts?
