If your water pressure is low thought the house or even at your outside
hydrants then you need to check your pressure tank.
There is a bladder in the tank that should have a couple of pounds of
pressure in it (when empty)less than the water pressure you are looking for.
It may be time for a new pressure tank if the bladder isn't holding
pressure.
The pressure relay that tells the pump when to run and shut off may also
need some maintenance or replacing.
A long time ago I posted how to back flush your hot water lines in the
second floor of an older home. This doesn't sound like your problem.
