 both elements are controlled by a thermostat sometimes one on the top element with two control knobs or one on the top and one on the bottom.Some times they need to be replaced. often DIYers find out after replacing the element first, then when the new element does not work. then change the thermostat.hope this helps,jeff

my hot water is super hot one time ,warm the next time .
some times it my stay hot or it may stay warm for a few days or might change with each use. never know.
I replaced the bottom element a while back but not the top,it was still working.
