Depends entirely on the type of window. In the older wooden sashes it was
done all the time, however some of the newer sashes are actually welded
together around the glass, and you may need to order a new sash from the
manufacturer if of course you know who that might be and if they are still
in business.

It's an older, wooden sash window. I stopped by a glass place on the way to
work today and they can do it, without having to remove the sash. Less
expensive than replacing the whole window. Actually, since it's one of four
windows on the front of the house, in order to look...'right,' I'd have to
replace all four windows. To have one brand new window next to three old
windows would look awkward. Eventually, they will be replaced, but just not
now.
