What region do you live in?  I live in the Houston area and cement has always turned hard on me, even when kept indoor in a closed container full time. We have sopping wet humidity.  I have a bag currently that has never hardened because it stays in storage in an air conditioned (low humidity) storage area now.

I buy cat litter in big plastic containers that have screw on tops.  I have filled them with concrete and even left them out in the rain.  The concrete has not picked up any moisture after two years.
