We have a situation: we have a building that, because it was originally a boarding house, is completely on one electrical meter.  The problem is that the tenants turn the AC down in the summer and leave for the day and in the winter, turn it up when they are gone.  What I would like to do is control the maximum and minimum settings on the thermostats so there would be no need to go beyond the normal comfort zone of high 60's to mid 70's throughout the year.

 

I can get a lock box for the thermostat, but that looks tacky and might scare off good possible tenants during turns.  Does anyone know of a thermostat I can set to certain temperature range and not have the tenants fool with it?  There are four units with this situation and the electrical bill is way higher than it should be.
