Basic continuity checks and voltage tests should enable you to figure this out with your multimeter within minutes. 

First, of course unplug the range or flip it's breaker if it is hard wired. 
Most heating elements are bolted to the rear of the range. Remove the mounting bolts, gently pull it forward and see how the wires are mounted to it. Newer ranges use spade lugs, really old ranges use wires held in place by screws. Remove one wire and use your multimeter to test for continuity.
The reading should be well under 10 ohms.
The exact reading isn't critical.
If you have element continuity, carefully arrange the wires so they don't short to each other or to the frame, turn power back on with the thermostat on high and measure the voltage across the element wire. You should have 240vAC. If you don't either the wiring has an open or there is a bad connection to the element or the thermostat itself is bad (unlikely). Of course make sure the function switch is in the correct position (bake not broil, etc).

My wife broiled some nuts in the oven a short time ago and it seems that the oils in nuts do not mix well with oven heat.  When she opened the oven to check the nuts, flames came pouring out of the oven.  I heard screaming so I ran in and threw  a box of baking soda on the flames.  The next time we turned it on, it worked.  After that it has not worked.  Does anyone know what might be burned out or shorted out or where to begin?  I looked at the heating element and it looks okay on the outside.  I do have a multimeter.  The model # is LFEF3011LBO..  Thanks
