I wouldn't do anything at the moment. Weather is fickle and can change in a
heartbeat. Prune your roses now, they'll want to put out new growth and a
cold snap in a few weeks will burn the heck out of them, if not outright
kill them.
Here in WNY it's been unseasonably warm for the first part of the winter,
and hardly any snow. But those warm periods have been followed by cold
snaps taking temperatures down into the single digits, and even the minus
numbers for a few days. This winter has been a cycle of freeze, thaw,
freeze, thaw.... Even though I have my wisteria in the front yard winter
protected, I'm afraid that this warm/cold (freeze/thaw) is going to kill it.
Won't know until spring.
At this point, I would council patience.
