Dale, this sounds perfect.
What sealer or finish coat would you suggest for the last coat over the color I'm going to put on it?

I can't tell you how Jeff would do it, but perhaps we can get him to comment on my solution. Get the part you wish to seal wet and soaked with water, then work clear acrylic paintable caulk into the wet concrete and let set over night. The caulk is water soluble until it sets and will be sucked into the wet concrete as it drys. You can work it into the concrete with a wet brush, rubber spatula or a pair of rubber gloves. Once sealed and set the caulk is good for about 20 years.
