When we had our tri-level deck built about 15 years ago, the contractor said that putting down plastic wasn't necessary since they graded the ground first to ensure proper run off and the deck would block
light preventing any future plant growth.
 
15 years later, run off has been fine and we've had zero plant growth.  Of course, this is our circumstance and depending on your specific situation YMMV.

The main reason for any prep would be to prevent plant growth and for drainage to prevent water collecting. 
Perhaps put black plastic down with gravel over it to hold it in place.
