Suggestion #1: (assuming screw anchors in [holes drilled in concrete], either plastic/ lead, or (??)); you probably can drive (hammer) wood into hole in the concrete, using something like a golf tee, and then reinstall a screw into the wood;
(might need some epoxy on the golf tee?)
Suggestion #2: Your condo probably has a maintenance person; ask if they can "look and suggest" or "work for you on the side"; (or ??)
(Sometimes) the attempt "to avoid a big job" turns "a small, simple job into big job" because you didn't know better
Might be able to remove 1-2 other screws and get enough slack/ movement to get rod out of way without taking down, to get access to the hole?
