Also there should be a good rubber washer in the hose connection to the spigot, if it's bad or not in the hose connection, It will leak as well.

If the leak is where the hose connects to the spigot (or hosebib) then you may want to just get some pipe tape and wrap it around the threads of the spigot and then screw the hose back on. I've had success doing that.
