Why can't you get the screw out?  Is the head hidden by some kind of cover?  It might work like bathroom towel racks, where a tiny set screw holds the visible part of the support to a more substantial bracket.
If possible, get the cover off, then I would fill the hole with construction adhesive, like "Liquid Nails", and screw the bracket back in place while the adhesive dries.  Again, if the cover comes off, leave it off until the adhesive is cured.    Obviously, if you can't get the screw out, it sounds like you can get to the hole; put in the adhesive and shove the screw in, then brace as you did before.

You drill a hole in the concrete with a masonry drill bit and a hammer drill, then insert the anchor in the hole (flush with the ceiling). Next screw the foot to the ceiling with the screw into the plastic anchor securely. This is a handyman project for sure.
Thank you.
Looking at it in daylight, there is a screw that goes up into the hole but has come loose. There does not seem to be a way to remove the screw. What we did before was put something sticky (joint compound?) into the hole and brace the foot up for a few days with a vertical tension rod. It held for 2-3 years, until my friend forgot my warnings not to pull the curtain back so that its whole weight is on the bad foot. He's tall so he gets to fix this, but neither of us has much experience, and I doubt my drill could drill concrete.
We think putting a suitable adhesive into the hole and bracing it again would work. What would people recommend? adTHANKSvance!
