I thiMk we are talking about an in line valce, and a hose bib.

Probably siding can stay in place.

Small possibility (50%) that in the crawl space, an
shutoff in-line valve exists.

It sounds like the in-line valve has gone bad.
And JUST the exterior hose bib is dripping... Yes?
That may be 1 OR 2 things, or both. Both are cheap.

1) Replace the entire hose bib. $7 + labor.
-or-

2) Replace the valve stem sealing "string"
called "packing." old stuff is graphite greasy string.
New stuff is teflon string. Both are $1-2, and fine.
Water leaks around the valve stem, under the handle.
-and/or-
3) The washer is bad inside the valve. 6 or an
assortment for $2.

Labor on these is the same as replacing a valve,
actually "hose-bib." Some possibility that as the
washer went bad, you turned the handle so hard,
that internal damage was done, and a new bib is
a better solution. If the siding needs caulk, have
that done then too. Caulk, $3. Labor, $2. HE
supplies caulk, $5. He's a plumber? Ouch...
Plumbers are GREAT! You are asking a TV repairman
to change a light bulb. A doctor for a Bandaid.

These bibs come with varying angles of the hose
connector. Get what you WANT-Not what IS there
or what someone says "is the only one they HAD."
See the pipe diameter and get it before work
even begins! Heck, buy 4 and take 3 back if you must.

ABOUT WATER METERS-

When you turn them off, there's usually a lil triangle
that turns slightly, if there is ANY remaining flow.

Flush a toilet, run back out and SEE if ANY water
still is flowing, before opening that critical
important indoor pipe.

When you are ALL done and turn the water back on...

Do so very slooowly!!! The triangle will turn. When
it stops, the pipes are full. Open the valve fully.

Otherwise sudden "water hammer," water rushing into
your pipes can in rare cases, cause SERIOUS damage.
A pipe or joint opens and you get a flood. It's easy.
Go slowly and ThiMk! Allow an hr for what takes us
15 minutes.
