Do the math. 

Assumptions:
  1. The major load in the utility room is an electric dryer.
  2. The dryer costs $0.36 per load to operate
  3. Each resident runs 18 loads per month

The total cost is $15/month.

Run the utility room from Duplex #1 (they pay the extra electricity)

When both duplexes are occupied:
Give duplex #1 a $7.50/month "shared utility room credit"
Charge duplex #2 a $7.50/month "shared utility room charge".

When duplex #1 only, no monthly credit
When duplex #2 only, they pay $15/month utility room charge.

Does anyone know a way to feed the electricity from both sides in such a way that if both sides are turned on, the electricity is equally shared, but if either side is shut off at the meter, the electricity automatically shifts to the other side?
