A switch solution would serve the requirement of feeding from one meter or the other, but there is no way to meet your desired requirement to share power from both meters.

That's kinda what I was thinking of but I'm not sure that would be legal. It could be made safe and seems it would work, but it's unusual enough I think most inspectors would hesitate to pass it. This is a diy group so maybe that's joy an issue for everyone, but with renters it should probably be a consideration.
