,I think you're going to come up with a lot of very complicated Solutions. but the easiest thing would be to simply convert the machines to coin operated and then you take the money and pay the electric bill out of the revenue from the machines
this to me seems most equitable way to handle the situation because then the people are only paying for their use

I have a duplex with two separate meters (and breaker boxes).  Because there is a laundry room that is equally shared by both sides, we should have had three meters.  Originally, we were paying for one side but now, because of abuse of use from that side we are going to have that side pay for their own electricity.  That still leaves the laundry room fed from one side.
 
Does anyone know a way to feed the electricity from both sides in such a way that if both sides are turned on, the electricity is equally shared, but if either side is shut off at the meter, the electricity automatically shifts to the other side? 
 
Sounds like an exciting project, eh?
