The city inspector came out and looked at the install. Turns out I misunderstood what our plumber had been telling me about the expansion tank. Yes, we still have the pressure relief valve. The expansion drum is on the cold water side. We have very high water pressure in our neighborhood (over 60 psi). He said the expansion tank prevents pipe knocking when the water is turned on and off. He said pipe knocking can cause the pipes to leak after a while.
