You need to replace the shut-off valve. With an old valve, it is common for the valve to have been un-operated for so long it gets corroded, and refuses to work. If you attempt to force it to turn, close the main valve in case it breaks.

I'm attempting to replace my toilet and I can't get the shut-off valve to turn, not even a little. Tried the pb spray, Channel lock pliers, it won't budge.
