The problem with the old valves is that people tended to open it up all the way and make sure it's TIGHT. years later, it's stuck. Rusted, or something. And if you did open it up, it'll probably leak. Either replace it or get another vavle on the valve.

You need to replace the shut-off valve. With an old valve, it is common for the valve to have been un-operated for so long it gets corroded, and refuses to work. If you attempt to force it to turn, close the main valve in case it breaks.
