Interesting:
Expansion tanks being required for hot water tanks is definitely a new one. Sounds a bit like a "make work for plumbers" rule. Where by the way do you live? Wonder what they require for tankless heaters, and point of use water heaters. I'd be interested in reading their requirements statute.
You need an expansion tank when your municipal code requires it. We had never had one until this year when the water heater had to be replaced. The new water heater was required to have an expansion tank (instead of the relief valve) and then has to be inspected by our city after installation is complete.
