I would just about bet that you are getting back flow from the cold water side through your circulation system.

I have had a similar problem- actually- when I turn the hot water faucet on at the sink- it does not come out it- it takes a few minutes for it get hot- and we've had snow and freezing temps- sooo- the remedy may be to - turn the water on at the faucet before you start the dishwasher- and make sure the water coming out of the tap is hot- then when it is- shut the tap off and start the dishwasher- that may help a lot-hope it helps!
