When I built homes in mass.All the trade modalities had a building official to sign off for their respective expertise such as electrical,plumbing ect .once everyone signs off the the building official give what is call a certificate of occupencey or a C.O indicateing one may live in it.some states and citys are not that elaberate and may only have a civil engineer as their building official to sign off on the phases and pass or fail will reason given.and here in rural maine only the septic has to be install by a licensed firm .no building permits or inspections on home construction unless the bank requires it for phase payments.hope this helps

What do you mean by "pass" inspection?

A house cannot "fail" a home inspection. And a home inspector does NOT hold ANY authority at all, other than in the buyer's mind.
