The blue ceiling trick only works on wasps. Yellow jackets nest in the ground are are more closely related to hornets.
Try to figure out if you have a next in the area. Then you can look into destroying the nest. Look for mouse or snake holes. Yellow jackets don't dig, they take over existing holes.
Are you leaving cat food outside? Are they attracted to your trash can? Yellow jackets are omnivorous but prefer proteins/meats. Remove anything that is attracting them. You can spray them with horticultural oil if they are in the trash or swarming a specific spot.
