Bill, you, of all people, should know that all floors move. Laying tiles diagonally minimizes the impact of that movement. I don't think they are trying to shore up a sagging, moving floor nor was I trying to imply that a diagonal pattern would accomplish any sort of floor strengthening or be any kind of sagging remedy. In so far as waste is concerned, as long as the cuts are 45°, additional waste is very minimal. I waste more tile by mismeasuring than the 45° pattern costs me and I don't mismeasure many.
