Probably the least expensive is to just cut the lock off and purchase a new lock.

My granddaughter has an F250 Ford for pulling the horse trailer.  Road work - she hit a pothole and ruined a tire.  Bought this truck 3yrs ago - and never needed the spare.  Today finds it is locked and has to have a key to release it.  No key came with it, no one has any idea of how to get one, Ford says they made thousands of them, the dealer says if she brings it in they can drill it out.  To take it in they have to buy a new tire, the size not stocked so has to order and wait a week.  Meanwhile, they are short a vehicle and will be borrowing ours.


Told her I'd check with you guys, you most always have an answer.  Is there any other way you can think of to release the spare tire?  To drill it out it requires a very long drill….not something the local locksmith has on hand.
