My problem is that I need the wire stapled inside the frame, sorry if I
wasn't clear about that. Stapling it across the back means the wire lies
flat against the wall leaving no room to attach items from the front.

Then do it just as an artist would do - stretch the cloth and attach it to a
plain wood frame or stretcher bars, perhaps made of 1x1s, which will then
fit inside your frame, just as a stretched canvas would. Not only will this
make stretching the cloth easier, but should anything happen damage-wise,
you can remove and repair/replace the cloth.
