How about placing the cloth over a thin polyurethane foam sheet. Pull it tight and the foam eapansion should take care of the wrinkles?

Yes, this is a large picture frame, the inside is about 24x30".  I did put a board underneath each end and clamped it to the frame.  Wrapped a piece of wire around both and pulled the wire taut but then it bends.  I have plenty of hardware cloth so can cut another piece.  I want it to fit tight into the picture frame, on the space where the glass would fit, so when it's hung on the wall there is space behind it.

What size is the frame? A large frame, such as a window screen frame will bend enough to allow for stretching. On a smaller frame, you would need a method to clamp an end and stretch the whole width at once. If that is the case, write back and I'll explain how it's done.
