The gasket that is leaking is under the tank. Water is there only when flushing. You do not need to replace the flapper valve. You need to remove the tank and replace the seal to the tank. I always use the sponge ones. They seal better.

This is not inside the tank. It is below the tank and sits on the back of the stool.

Need more, I can draw a picture.

Ray,  Can you elaborate on how it is only in use when flushing?  To me it looks like it's always in use.  But I was wrong once before, Ed
