My first act on any faucet or shower head is to either remove or      drill out out the restriction

1.5 gpm at kitchen faucet is most likely due to the restrictor/ screen in the faucet tip; (great for water conservation, but terrible when trying to fill a large cooking pot). If you can remove (unscrew) your tip, you can retest, clean and reinstall.
