Sorry ... I must have been confusing.
The non-freeze hydrant comes out of the house at the point near the foundation and the wood of the house. The house is an old farmhouse. Probably built in the 20's or 30's.
There is one of these on the other side of the basement and it doesnt freeze.
My daughter says in the off position water always trickles out.
Is there a gasket or rubber ring somewhere that we need to check?

You are going to have to insert a faucet at a very low point in the pipes so that when you turn off themain supply you can drain the water out of the pipes during freezing weather.
