Also check the thermostatic settings for both electric heating
elements.....They should be at about 120F....Excessive heat could
cause a "pre-boil" condition resulting in the release of air bubbles
from the water......I would also check the hot water temperature
at the faucet closest to the hot water heater.....Pumps
