Not a plumber, but had to hire one when our faucet at the back of the house, like yours, began dripping.  When we got under the house it had a small slit in the copper pipe.  Cost about $150 for the plumber to cut out the bad piece, install new pipe and a new freeze proof faucet.  If you can see it dripping, for sure it's going to freeze, like a hose that isn't drained.
