That must have been some really cheap ply wood to have delaminated with just one wetting. I put up our shed over 20 years ago but I set it on pressure treated timbers and then filled in the floor space with 4 inch cement blocks over which we then spread sand to fill in all of the spaces between the blocks.

Why spend the extra money on waterproofing interior components that are neversupposed to be exposed to water ?
That said, yea you could open up the bubbles and glue them down with heavy weightspressing down on flat boards over the bubbles. I might perhaps use 2x4s with concreteblocks on them etc. Use a water proof glue like Gorilla polyurethane or Titebond III etc.
Be sure and use wax paper between the 2x4s that are pressing down on your bubblesbecause if not you will end up gluing them to the floor.
