[DIY] Picture Framing

I have a beautiful picture/painting/print that was given to me when a friend was cleaning out her house. I don't know that it has any significant value, but it's really beautiful to me & I want to hang it & enjoy it. The backing is in good shape except for the tape & it's wanting to come off. I'd like to replace the tape, but am afraid to pull off the old to replace w/new. I've never done much framing & never purchased any tape like this & don't even know what it's called. Does it need to be acid-free? Is there an adhesive on it, or do you have to buy the proper adhesive? If so, what kind? It looks like you could just take brown paper & accomplish the same thing (with the right adhesive), but I don't want to mess this picture up or cause it to deteriorate. Any suggestions on touching up the back of this framed picture would be most helpful. Thanks.
