Electricity is sold in kilowatts/Hr and will cost you between
10 & 40 cents each. Run one ten hours a day for 30 days
and that's some cash. I have a 250 watt infrared bulb in
my bathroom ceiling. IT has a fan to add to its lifespan as
bulbs upside down get too hot for their own good. 
I do like my "milkbox" heater, ~ 1250 & 14500 watts with
a fan. They are common and semi-safe as they have a
kick-over safety switch. really nice is an under rug thing
like an electric blanket or huge lizard warmer, water-bed
heater, (however you can understand it.) They've been in
Europe but are new here.

When you do tile, consider adding heating wire at that time.
~ 200 watts for as small bathroom, but add a timer.
