I am not a plumber, but, yes, I have heard that a gas line cannot be below a concrete slab. Are we talking about a sidewalk, garage floor, or what? On one job I did, the homeowner told the inspector (that town only has the one) that they thought the new gas line went through the garage (under a concrete floor). The inspector said," no it does not because I would have never approved that". This was a detached garage, too.
