That's basic for most lines. Sometimes 12" is allowed if you cover the line with "pavers" and then cover with soil/etc. It's a shovel prevention thing.

But gas lines are deeper and run from meter to street, usually a few feet down. A water leak is bad enuf under a driveway. Gas? Makes a fix extremely slow and that's a safety issue. You couldn't turn it off even. The whole block would be/get shut down.
