You can get wire brushes in all sizes.  We have several that are less than 3/4" wide. DH bought a package at Harbor Freight last week that has 7 different sizes, the biggest is 1"x1" and the head is 4" long.  The stiff grout cleaner brushes I get at walmart are 1"x1" and 3" long, I think either would work.  Like the wire brushes the handle is offset so you could fit it under the gutter without scraping your knuckles.  However, I agree the easiest way would be to get a power washer.  You can buy them for about $69 or rent them, I was surprised at how good these inexpensive ones work and would save you a lot of time and labor.


You might be able to apply paint remover up in there with a spong applicator that would make it easier to scrape or wash it off.  Is it possible to loosen the gutter supports, without removing it,  so you have a bit more space to work in?  Then tighten them back up.

I need to scrape paint between the gutter and crown moulding 18 feet up. My scrapers will not fit between the moulding and half round gutter. A wire brush would work as well if it would fit between. There is about one inch between them. This is not going to be done as the rest of the house because I can not afford to have a contractor come and take the gutter down and reinstall it when the painting is finished. The rest of the house has been stripped down to bare wood and sanded where needed before painting. This project is a long one.
