It's a driveway.  Apparently the code is for the line to run 18" underground and will be inspected before the line is covered up.

Sort of a side note.  For anyone who knows for sure that they have a leak and decides to have their energy company come out to detect it for free (instead of you going to a plumbing company).  Be prepared, that if they do find something they will take your meter and shut you down until it's fixed and until the place is inspected (which costs a fee).  Essentially, they are doing a gas leak detection at your inspection cost.

I am not a plumber, but, yes, I have heard that a gas line cannot be below a concrete slab. Are we talking about a sidewalk, garage floor, or what? On one job I did, the homeowner told the inspector (that town only has the one) that they thought the new gas line went through the garage (under a concrete floor). The inspector said," no it does not because I would have never approved that". This was a detached garage, too.
