Hi. I used to frame for a living so I'll give directions!  Take off all the old paper, making sure to get it off the edges evenly. Put a small line of elmers on the frame and using brown wrapping paper or a brown paper bag, place over the frame. With a blade carefully cut off excess paper. With a damp/wet sponge - wet the paper. It will dry and shrink as it does, leaving the paper nice and tight. Measure down on the sides to mark your eye hook spots, screw in eyelets, wire and hang!! This seals up the picture so dust doesn't get in. Works great and you can try different papers.
To frame anything, not oils or such, but prints and watercolors (things with glass):
  You should get a mat that fits the picture and the frame. You also need a piece of 2-ply. Lay these on the table top to tape. Use short pieces of tape to attach the two and fold so it will open up with the picture in the opening of the mat. Pictures are only held on the 2-ply backing with tape at the top so the picture hangs freely.
Make sure the glass is clean and dry on the inside and set the picture into the frame.
Next use a piece of foam core to fit in behind this.
Press in brads on the sides to hold everything snug.
Paper the back.
